Two MLAs from Maharashtrawadi Gomantak party (MGP) Sudin Dhavlikar And Dipak Dhavlikar along with Victoria Fernandes belonging to Congress were stopped by Speaker Pratap Singh Rane on petiton filed by Congress legislators Angelo Fernandes and Chandra Kavalekar of the Congress.

The Governor had directed that the floor test be conducted before taking any other business for the day,” Opposition leader Manohar Parrikar of the BJP told reporters after the session

The Kamat government had been reduced to minority after two member MGP and one indipendent legislator withdrew their support.

The organisation has compromises of 21 farming,environment and research groups including Department of Environment,Food and Rural Affairs ,Natural England,The Royal Society for the Protection of Birds(RSPB),the national trust and Syngenta.

James Clarke , Saffie project director said

The measures suggested by the Saffie research could enhance farmland biodiversity and are compatible with modern arable farming.
This is a real opportunity for the government to meet its targets for reversing the decline of farmland birds. It’s about providing bed and breakfast for farmland birds.We don’t want uniform fields or field margins and are not suggesting that all farmers should do the same thing. But we need a diversity of habitat and, if we have that, we’ll have a wide variety of thriving wildlife.

Wide Open Spaces
The research work for £3.5m was carried out on 36 farms in England and Scotland and it was found that skylark plots which are small ,bare patches in arable fields with srips of grasses and wild flowers ,increased the number of birds three or four-fold. Plant diverstity and open spaces in these strips were also important as these encouraged beetles, which are sought by birds as food for their young ones.
Furthermore using a herbicide to control fast-growing grasses has also allowed other plants, bees and butterflies to flourish.
Skylark plots were included in the goverment’s scheme a couple of years ago but the progress has been low.

Sustainability call
It is also believed that changes to government schemes based on Saffie’s findings will encourage more farmers to take part.

RSPB chief executive Graham Wynne said

Measures for wildlife can be used by farmers without harming a farm’s profits. The recommendations Saffie is making could make an enormous contribution to helping farmland species recover their numbers and making rural businesses more sustainable. We very much hope the government and Natural England will take these proposals on board.

The latest of UK’s birds report has shown a shocking reduction in number of farmland birds.The report suggests that the skylark,tree sparrow , corn bunting and yellow hammer had only stable numbers.

Prince Charles’ plans to convert his £1.2 million Welsh farmhouse suffered a set back when he came to know that proceeding wth building works will disturb bats residing there.So the conservationist Prince has now come up with an ideal solution .He plans to build these bats a new home. For this he intends to buy a nearby shed which will provide a cosy shelter to these bats. Prince hopes that it will be enough to satisfy bat experts and planning chiefs .

Planning permission to convert buildings on princes’ remote llwynywormwood estate was put on hold after strictly protected common pipistrelle and brown long eared bats in an outbuilding.The applicaion was deferred by a week when councillors decided they wanted to visit this 190 acre estate.

The Prince,whose Duchy of Cornwall estate has applied to convert the house and surrounding buildings into a into a £2 million luxury 11-bed holiday complex was forced to consult a bat expert to asses if it was possible for construction work to begin without disturbing these resident bats .

Details of scheme to protect the bats have not yet been submitted but it has been learnt that ,in order to accomadate them the building work will begin after post breeding period of 2007 so that baby bats become mature enough to adapt to their new home in September.

The site choosen for the relocation of bats is an existing masonary wallef,newly re-roofed barn known as “Bakehouse barn” which will be adapted to provide bat roost potential in a specially made attic space.

One of the important aspect of relocating bats is that their new home should be in their current flight path and bakehouse barn ,which is 80 metres away from bats’ current roost is said to be perfet beacuse it is known to them.

When work will finally begin on the old building ,the slates will be carefully removed by hand to avoid disturbing the bats and wall tops will be left exposed for twenty four hours to allow bats to relocate before roof is stripped.

The Duchy furthe promises that an experienced and skilled bat worker will be present at all time to enure all bat protection issues are addressed.

The planning application is to convert a cow shed and series of iron bars into three holiday cottages .The old farmhouse which the Prince and Duchess of Cornwall will use when in residence will not be given to public .The complex will also include an enviormentally-friendly confrence centre.

Morrisville State Information Technology Services Vice President Jean Boland said,

We will have 8 02. 11 n wireless, we’ll be the first installation, and it will be the fastest wireless network in the world.

The new wireless system will be 50 times faster than the current one and 10 times faster than that offered at a coffee shop. A dvd movie could be downloaded in 30 seconds with this new system

Having a very fast wireless network is critical, so they’re not waiting doing research on the Internet, or trying to get information for their homework, or working on a team project. We certainly don’t want our students waiting because that’s very unproductive said Boland.

The school is adding new wires to the current wires to upgrade the system . Other schools across the country are expected to follow Morrisville State College soon.

LA GALAXY have made a horrible start to the season winning just two of the nine games they have played so far. GALAXY are currently placed fifth in the six team MLS WESTERN confrence .

On sunday GALAXY managed to win with a narrow margin of 3-2 against Real Salt Lake,a club placed at the bottom of WESTERN CONFRENCE. In the MLS best eight team from combined twelve teams of eastern and western confrence go to the play -off stages and Beckham’s first season in US, due to start in August could be a shor one unless his team turn things around dramatically.

Sunday’s win came after five games for Frank Yallop’s side .The team also had to cope up with series of injuries to its players and absence of their main striker Landon Donovan who is repersenting US in the GOLD CUP .

LITTLE STABILILTY

Canadian pair Ante Javic and Kevin Harmse are also away playing for their national team but even when at full strength there has been no continuity or steadiness in the Galaxy’s team .

The World Bank team could make its presentation on the strengths and weaknesses of the state.

With the chief minister of the state on a week long break, Mr.Marandi was the only minister to be present when report was presented by World Bank officials.
There were four secretaries present but chairman of the state electricity board also left after Marandi and his staff left .Other ministers and secretaries were conspicuous by their absence.

Only principal secretary Finance was there to defend the goverment.He gave example of his home state Haryana to give the example that people too must contribute to development of the state.

Ironically it was at government’s behest that world bank has taken the job of
Conducting this study. A team of 20 world bank staff led by economists Binayak SEN and Rajni Khanna took over an year to prepare this report on ” Challenges of inclusive development in Jharkand “.
World Bank senior manager FAYEZ S. OMAR was preset when the report was released. The report has some positives like declination of poverty by 2.5 percentage points a year , and growth of agriculture sector by 4% annually.
There were impressive improvements in primary education sector and health sector as well but the report warns of stiff confrontations to be dealt with before progress and growth is made.

With a very high occurrence of poverty in state and infrastructure in an appalling condition World Bank advocates urgent need of reforms.

The World Bank held numerous rounds of talks with businessman and stakeholders and conducted three surveys before preparing the report.

“We have suggested the state government should toe a middle path for the development of Jharkhand. And the middle path involves a balance between agriculture and mineral based industries,’ said Sen.

Political commitment and effective monitoring of spending and utilization of funds would be required for development according to the report. Inclusive growth cannot be achieved without efficient Panchayti raj institutions. Their role also becomes significant in the wake of the perception of people that government officials are corrupt.

There is a sharp social and regional divide in the state and state has the responsibility to ensure transparency and make tribals a part of development process.

The report further states that frequent transfers of deputy commissioners and secretaries impede developmental process in the state. Senior officials have not administered the blocks regularly and block level officials are not coming to work due to naxalite threats and insurgence.

People remain unhappy and unsatisfied with their life and a vast number of Pds dealers have admitted to paying bribes for lifting material.
The report says that number of such dealers is maximum in Jharkand.
